Vicki Salinas (Nicole DeHuff) appeared in the season 2 episode "Mr. Monk and the Paperboy." She and her partner, Boz, worked at the Stop-N-Go convenience store where Monk's neighbor Kevin Dorfman always bought his lottery ticket, doughnut, and super-size latte.
After months of giving Kevin his lottery ticket, Vicki and her coworker have memorized his lucky numbers: 12, 17, 34, 8, 45, and 26. One day, when the winning lottery numbers are read, they discover Kevin has won and come up with the perfect plan. Monk's paperboy, Nestor Alvarez, delivers the paper outside their building. Boz steals it - and then steals it again. And again. On the final attempt (the paperboy had been going back to straighten the paper for Monk, and Boz had kept stealing it when he left), Boz is spotted. After a struggle, Nestor is killed.
Meanwhile, Vicki (having seduced Kevin and became his girlfriend) is using all means to keep Kevin away from the television, phone, or radio. Kevin, smitten, suspects nothing, while the others wonder aloud what Vicki might possibly see in him. ("I guess you never know, look who I married," Sharona mumbles at one point.)
A few nights later, Boz's shift ends and he and Vicki walk from the store to make the night deposit. While discussing their plans, Vicki pulls a knife on him - wanting the winnings for herself. She eventually stabs him twice with a broken cream soda bottle.
Having now convinced Kevin to marry her, he and Vicki are already on their honeymoon. Monk has figured out the motive behind the murders, and he and Sharona rush through City Hall with the intention of stopping their wedding. After accidentally crashing a stranger's wedding and feeling defeated, they spot a missing brochure and arrive just in time to stop Vicki and save Kevin from hitting by the train.
